It's worked so well in Europe and Canada.
I talked to a Canadian last week who told me his wife had to wait two years to see a doctor for her condition. This of course distressed their entire family needlessly.
Dr. Berwick was never confirmed by the Senate. He was merely appointed by the president without any Senate confirmation.
